Warsaw's city hall confirmed on Thursday the controlled release of more than 75 hectares of municipal land for new residential developments, with the first application window for buyers and developers opening on July 15. The parcels, concentrated in Białołęka and Ursynów, are the capital’s largest coordinated land offer since the pre-pandemic building surge of 2019.
This move comes as Warsaw faces persistent shortages in new housing starts and a surge in demand for affordable, family-oriented estate lots. Poland’s mortgage market remains volatile, but pent-up appetite for home ownership has put additional pressure on city officials to enable fresh supply. A wave of Ukrainian arrivals and shifting investment priorities since 2022 have further squeezed the local market, particularly in fast-growing districts like Białołęka, where over 8,000 new residents have been registered since January 2025, according to official figures.
The land offering is split between plots intended for individual buyers and those for developers. For the former, eligibility is tied to residency and household income thresholds: applicants must hold valid Warsaw residency for at least two years and disclose annual gross income below PLN 180,000 for singles, or PLN 220,000 for couples. Priority in the single-lot ballot will be given to households with children and Warsaw residents currently renting city-managed flats. The city has earmarked nearly 23 hectares near ul. Ostródzka in Białołęka for these individual buyers. By contrast, developer plots—such as the 40,000-square-metre site south of the planned Metro Karczunkowska in Ursynów—require bidders to submit business registration documents and an outline of planned construction, in addition to a PLN 50,000 security deposit.
To apply, individuals must complete an online form via the city’s official nieruchomosci.um.warszawa.pl portal, providing ID, proof of residence, income documentation, and (if applicable) children’s birth certificates. Developers are directed to submit applications through the Municipal Land Bank. All applicants must also present a clean municipal tax record and absence of property tax arrears within the last 3 years. The application portal opens July 15 and will stay open for four weeks; city officials expect to announce lottery outcomes and developer shortlists by September 1.
The land release comes at a time when average land prices have soared to PLN 950 per square metre in Białołęka and PLN 1,200 per square metre in Ursynów, according to June 2026 data collated by GUS (Central Statistical Office). With private plots in these districts now routinely topping PLN 400,000 for a 350 square metre parcel, city officials say the fixed-price offer—PLN 670 per square metre in Białołęka and PLN 900 in Ursynów—should offer relative relief for moderate-income Warsaw households. Deputy mayor Hanna Nowak’s office projects that, if fully subscribed, the current release could enable more than 1,000 new dwellings to start construction by spring 2027, provided building permits are processed on schedule. In the previous 2024-2025 round focused in Wawer, 62% of available plots were allocated to Warsaw residents, with only 14% of successful applicants earning above PLN 160,000 annually.
The city’s planning department confirmed it is prioritising parcels with utility and road connections in place, including proximity to the now-operational S17 ring road for Białołęka sites and pedestrian access to the southern extension of Metro Line 1 for those in Ursynów. City planners say applications for parcels with incomplete infrastructure will be held over for a later round, likely in 2027.
Prospective applicants should prepare documentation in advance and monitor the nieruchomosci.um.warszawa.pl portal for procedural updates. Advisory sessions will be held at the City Hall on pl. Bankowy 3 between July 10 and 24. For those interested in the developer parcels, site visits can be scheduled via the Municipal Land Bank by appointment. Full terms, blueprint requirements, and FAQs are also listed on the city's planning office website. With ballot interest already high on community social media, city officials warn that early preparation is the key to a successful application.
